Installing MS2k from dos prompt/formatted HD

I wished to install Windows 2000 me from cdrom on system with Windows 98. Instead of from start/run, I
formatted the HD, saving the operating system. CDROM
is not recogized. I do not have Windows 98 software any longer. Is there anyway to create start-up disk that will load CDROM driver?
