dos programme in win98 OS changes Keyboard layout

Hi
I have a programme which I use for my garage customers, its a dos based programme which does invoices etc, but for some reason I now have a US keyboard layout when I open it up and use it.

I've taken US out of keyboards and changed currencies and measurements to UK, the only keyboard showing is UK but it still persists in showing symbols for a US keyboard when I use it. (@ sign in wrong place, £ sign is not shift3 etc)

Is there something in config I can change to force it back to a UK keyboard
