Old DOS program, need help !

We run an old DOS POS program that requires a license
file before Sept.29th. The guy that wrote the program and who sends us the annual license moved to Thailand.
We have been trying to contact him for 2 months now I hope he is OK but we need the file to keep operating.
He usually sends the file by the first of Sept. We are beginning to panic because the program will shut off Sept. 29 if the new license file is not copied into the program directory.I have no idea what is in the file but it looks simple. examples are:

Brunswick Sq. 09/30/20112®
Mountain Rd 09/30/2011§®
Northside 09/30/2011Âì
Smythe Street 09/30/2011™
Each year the special characters are different with exception of the one preceding the 09/30/2011
Can someone help to change date to 2012, until we can reach the guy in Thailand.
