When setting up the partition, make sure you use the "FAT" (FAT16) file system. MS-DOS does not recognize FAT32 (32-bit FAT), HPFS, or NTFS File Systems.
The FAT file system is best for drives and/or partitions under approximately 200 MB, because as the size of the volume increases, performance with FAT will quickly decrease.

PS - Fdisk can only create only one PRI DOS (Primary DOS) partition on a physical disk.
